CMPAS’s business model serves as a great fit for municipals who desire independence, a deeper understanding of their power supply and more active participation in portfolio decisions/direction.
Unique Project-Oriented Model
CMPAS’s project-oriented business model allows each of its members to have their own individualized power supply portfolio. Because the agency accounts for unique differences existing between members and offers recommendations that optimize each portfolio, each member controls the outcome of their wholesale rate structure. When projects are completed, the agency segregates and assigns each members cost by hour.
CMPAS pursues and sponsors the development of generation and transmission projects that meet its members’ needs. Members can elect CMPAS to act as their full-requirements provider or their partial requirements provider. In either case, members are engaged in the resource planning process as CMPAS performs the heavy lifting by doing the necessary due diligence and comparative analysis. After considering CMPAS-recommended alternatives, each individual member voluntarily decides whether to participate in projects.
Throughout the project-based process, members retain the autonomy and flexibility to customize their portfolio to their specific desires and objectives from local, self-supplied, third-party generated or CMPAS-aggregated resources.
Service Organization and Power Agency
As a project-oriented power agency, CMPAS’s core roles center on providing power supply planning and procurement. Procurement activities include the project development and administration of agency-sponsored long-term power supply projects and agency-sponsored short-term joint purchases.
In addition, CMPAS agency membership does not come with an absolute obligation to procure future power supply; instead it allows for voluntary participation in future agency-sponsored projects and purchases.
CMPAS also provides power supply support services to both members and non-member affiliates. Power supply and power supply support services are contracted for separately, allowing for service contracts without power supply obligations.

Support services are offered a la carte so members and affiliates choose the services they want and only pay for the services they need.
