Governance Review and Development
With six new leaders joining the CMPAS board due to utility retirements over the past four years, the board and management team agreed that the timing was perfect to undergo a board governance review and development process together. On May, 2, John Minor, P.E., of Collaboration Unlimited and Collaborative Learning, lead the board-management discussion at the Minnesota Municipal Utility Association’s headquarters in Plymouth, Minnesota.
Using the Carver Policy Governance Model, Miner facilitated the discussion to help the board and management team plan for the future and improve upon past success and effectiveness. Even as the electric utility industry deals with constant uncertainty, effective governance can provide CMPAS the certainty needed to produce positive results.
The board will move forward to review its foundational documents that include bylaws and board policy statements. Local utility commissions can also use the guiding templates for board policies. The subsequent board policy statements will be used to continue directing the agency’s priorities.
Miner has significant experience in the utility industry including serving as the former General Manager of the Rochester, Minnesota Public Utilities and as Chief Operating Office for the Austin, Texas Electric Utility. His presentation outlined the parameters for effective governance and engaged the CMPAS participants in thinking about duties, responsibilities, and activities to act in the best interests of municipal utilities and their customers.
